About the Opportunity

· Lead and champion the cost management system, process and standards both internally to Major Projects and more widely into corporate functions.

· Identify and drive cost management and analysis best practice to continuously improve current processes, systems, behaviours and tools.

· Ensure consistency in the way that Cost Management is delivered and managed across Major Programmes and Projects.

Accountabilities

· Play a key role in the development, set up, implementation, use and maintenance of the Cost Management system, Procedure

· Define and communicate the cost reporting requirements to enable effective and efficient project and programme delivery.

· Accurately review the forecast final cost and impact of events on project timescales, ensuring that earned value techniques and indices are correctly implemented.

· Compare, analyse and interrogate cost data and trends against the original cost estimates and budgets to identify opportunities to bring costs in line with estimates and budgets and to support informed decision making.

· Prepare timely, intelligent and accurate cost reporting of key performance metrics and analysis to a range of stakeholders.

· Develop and embed a cost management quality assurance & audit process and identify continuous business improvement activities for programmes and projects

· Be a leading interface with other key teams within the Major Projects Programme Hub and Functions to develop integrated reporting.

· Establish, issue and ensure application of appropriate strategies, standards and procedures, whilst proactively working with the business to encourage project management leading practice

· Change Management - Analyse and understand change requests and their impact on budgets and associated estimates.

· Support and inform the cost estimating process. Unit cost Model implementation

· Cost savings, opportunity initiatives

· Compliance of Client Governance

· Accurate cost reporting to Senior Leadership team at MP/Client Level

Here's what you'll need:

Business Knowledge

· Substantial experience in a relevant project, programme or portfolio controls role ideally in an infrastructure organisation

· Advanced understanding of the industry best practice approach to cost management and experience in applying this.

Essential Functional / Technical Skills

· Detailed experience and understanding of cost management methodologies and techniques

· Strong knowledge of the preparation and maintenance of project budgets, forecasts, cost estimates, change management and reporting

· Strong commercial and financial understanding of processes

· Experience in carrying out economic and Earned Value analysis

· Experienced in utilising and improving cost management tools

· Thorough understanding of unit cost drivers and movement

· Relevant training and development in cost management and/or related subject areas

· Good understanding of change management processes

· Knowledge of Cost Management systems and Planning Basic such as Planning P6 (primavera)

· Understanding of other tools:), SAP, CEMAR (Contracts), Oracle

· Working in NEC form of contracts

· Experience in Delivery Partner, Alliances & JV environments on major programmes

· Strong leadership skills with the ability to lead by example and positively influence others at all grades and across delivery programmes

· Excellent communication and collaboration skills to gain the involvement and engagement of a wide range of senior stakeholders.

· Experience of identifying opportunities to share best practice and drive continuous improvement of cost management systems, tools and practices.

· High resilience, to deal constructively with conflicting priorities and setbacks with positive, pro-active and supportive personal characteristics.

· Extensive analytical and numerical skills.
