Full Job Description

  • To lead on the finance system interface

  • To work on procuring a financial contract which support future redesign and development of the finance team

  • To act as the main contact for all systems interfaces

  • To develop and maintain the financial system

  • To have a technical and in depth knowledge of the financial systems requirements, internal processes and be an liaison between service areas.

  • To offer advice and support to the finance team as and when required.


  • To consider both the financial impact on procuring any new systems, which ensuring work arounds are designed to support in the development of more accurate development and redesign.


  • To be instrumental in the implementation of financial reporting systems, in-house policies and controls for financial systems to enhance financial practices and performance, whilst implementing controls for internal systems.


  • To work with a defined financial control framework to ensure controls are in place and adhered to, in support of all financial system related processes. This often requires interpretation of varied and highly complex information.


  • To monitor customer satisfaction in line with the Service Level Agreement or any individual contract.


  • To ensure that all customers receive good value for money from the resources they have available and ensure that the contract is maintained with the appropriate spend.


  • To build professional relationships at operational and strategic levels within the Council, Directorate and external agencies/stakeholders to ensure that data is meaningful and helps to contribute towards continuous improvement.


  • To support the development of Unit 4 and all other financial systems, including front end improvements, i.e. management reporting tools and dash-boarding to assist budget holders to access budgetary information.


  • To have a very detailed understanding of how different financial models and their complexities interact and review inter-dependencies, whilst ensuring processes are efficient and effective.


  • To maintain interfaces between live and feeder systems for new and existing financial systems, whilst ensuring that these systems are fit for purpose to enable scrutiny and accurate monitoring of the overall council budget.


  • To have a highly detailed understanding of the chart of accounts and remodel this continually to fit the organisations requirements.


  • Ensuring accurate and timely set up of new users and codes on the financial systems, including amendments to existing user roles and profiles.


  • To be the lead in technical support for financial system modules, including Unit 4, income management, purchase orders and invoices.


  • To support troubleshooting of financial system issues and provide information for financial and other management reports, including regular maintenance and testing, as and when required.


  • To work on system upgrades and other system related projects, this includes recommending different software or other technology to replace existing services, with particular focus on change management.


  • To work independently on systems projects that impact on business need that require in depth knowledge and require the individual to produce bespoke solutions


  • To have a very detailed understanding of the Council's finance processes, financial systems and underlying technology.
