Full Job Description

Working hours: Contracted hours are 47.5 hours per week. However additional hours, outside of these core hours, will be needed as dictated by the demands of the role.

Job Function
To manage and be accountable for the safety and performance of the project placed under their control.

To achieve the SHEQ, Programme and Commercial Targets set for projects under their control.

Main Duties
Health & Welfare, Safety, Environmental and Quality

· Ensure that the activities on the project under your control are managed in accordance with the company's Occupational Health and Safety Management System, Environmental Management System and Quality Management System. The Site Manager is accountable for the delivery of all business Management System requirements on site, supported by the SHEQ Manager and site teams.

· Ensure the health, safety and welfare of all staff, operatives, sub-contractors and others working on the project under your control.

· The Site Manager will ensure that all legal notices and requirements have been met prior to commencing any works (for example, completed F10, local authority notices in place, et cetera) consulting the SHEQ Manager wherever necessary.

· Ensure you have sufficient 'safe systems of work' in place for all tasks being undertaken on site, no matter how minor.

· There must be a minimum of a risk assessment in place for any element of work, but ordinarily a Method Statement should be completed. The method statement and associated risk and COSHH assessments (RAMS) will be completed in advance of the works and their contents agreed with the Site Management Team.

· The RAMS should include for all SHEQ issues for the work element. RAMS are considered 'live' documents and, as such, should be updated/amended as works progress in agreement with the site and client teams.

· Report any accidents, incidents or unsafe working conditions to the SHEQ Manager and Contracts Manager and ensure that the site rules are being adhered to by all personnel at all times.

· It is your duty to ensure that all works are planned, documented and carried out in a healthy, safe, environmentally aware manner, with due regard to specified quality standards.

· Ensure that all records required by the Company Management Systems are completed as required. The Project SHEQ Plans (whether compiled by P.P. O'Connor (PPO) or the Client) will indicate what job specific records and requirements are in place. You must familiarise yourself with these and ensure that the details are compiled/completed. This may be delegated, but accountability remains with the Site Manager.
Operational
The Site Manager should:

· ensure that the site is correctly set up and resourced with personnel, welfare and security measures in place. The site should be tidy and promote a positive image of the Company

· be accountable for the delivery of the project on time, to specification and within costs. They are also accountable for the performance of all personnel on the project under their control and must therefore be fully aware of the contractual obligations and requirements

· ensure the site team are fully aware of their roles and responsibilities for the project

· have a detailed understanding of the specification and drawings and that the site is working to the latest versions. Ensure the Site Engineering Team are raising any necessary technical queries

· ensure that all technical aspects of the works are communicated to the entire site team and liaise with the engineering team for advice wherever necessary

· ensure that a suitable and sufficient programme has been established and monitor progress against this. The programme should be compiled with or by the Contracts Manager, which should include outputs and resources. Targets for the workforce must be set and the programme challenged to see if it can be improved

· ensure the programme is followed and updated regularly with any delays correctly recorded

· produce regular progress reports as required which will be submitted for the client progress meetings

· ensure team meetings are held regularly, every two weeks

· ensure that labour requirements are agreed with the Contracts Manager

· ensure that plant requirements are agreed with the Contracts Manager and organised via the Transport & Plant Manager. Ensure that the use of Company's assets are maximised

· ensure that poor performance or misconduct is dealt with in accordance with the Disciplinary Policy. Any incidents of poor performance should be brought to the attention of the Contracts Manager

· ensure that all time sheets are completed accurately and are submitted promptly

· complete any other duties placed on you by the Contracts Manager.

Commercial

· The Site Manager is accountable for maximising profit on the project under their control.

· The Site Manager must agree what records are to be kept in consultation with the project Quantity Surveyor (QS) and Contracts Manager. The Site Manager must then ensure that the records are being kept and are fit for purpose.

· Ensure all weekly document returns are completed accurately and submitted timeously.

· Ensure that you are fully conversant with the requirements of the project. The Drawings, Bill of Quantities (or Activity Schedule), Specification and any project specific constraints or requirements should be fully understood.

· The Site Manager with the QS and Contracts Manager must agree scope of all sub-contractors and ensure you fully understand the scope and attendances for each sub-contractor. The site Manager must ensure they perform to standard and programme. The QS must be informed of any delay, damage or other commercial implications posed by a sub-contractor.

· Ensure maximum productivity at all times (set targets) and monitor inefficiencies. These should be managed correctly, reducing wastage and idle time for gangs on site. Adopt a just-in-time approach in order that materials are less likely to get lost, damaged or require double handling and cash flow is better controlled. Liaise with the Site Engineering Team with regard to materials reconciliation and check against the Bill of Quantities.

· Ensure that any take offs are completed and ordered in a timely manner (use email). Material requisitions must be clearly presented and detailed in order that the purchasing and plant departments are clear on what is to be ordered (in line with the specification and any 'Materials Approval Sheets'). Ensure materials are not over ordered and their whereabouts known and tracked.

· Ensure progress photographs are taken at regular intervals.
Communication
· The Site Manager should communicate with their colleagues throughout the business to enable information to be shared effectively. They will also keep their managers informed where the information will be of some benefit in improving the performance of the business.

· The Site Manager will be the immediate point of contact on site and as such must be polite, confident and objective. The Site Manager must be receptive to the opinions of others, whilst maintaining the interests of the Company.

· Innovative solutions must be discussed between the site and client teams in order to offer best value, whilst maintaining best profitability for the Company. This may involve communication with sub-contractors and suppliers and should include the Contracts Manager at all stages.

· You must communicate any issues on site with the client and/or designer in a timely manner and inform them of any delays which occur. Correspondence should be fed through the Contracts Manager and QS in the case of any issues arising. Minor, day to day, issues should be communicated directly, copying the QS and/or Contracts Manager in if necessary.

· The Site Manager shall report any matter which affects the satisfactory performance of the company in carrying out its obligations to its clients, to the Contract Manager at the earliest opportunity and within a timescale appropriate to the seriousness of the problem.
Personnel Management
· The Site Manager will supervise and instruct all site personnel and gangs, including sub-contractors. The Site Manager must ensure that all site personnel understand what outputs they are to achieve and monitor them against this. Underperforming individuals must be recorded and dealt with immediately, where necessary, invoke disciplinary procedures (for example, performance improvement notice (PIN) issued).

· The Site Manager should command respect from the site team and engage with the workforce in a professional manner. An open-door policy should be adopted, allowing personnel to raise any concerns or issues with confidence that they will be considered.

· The Site Manager must maintain enthusiasm and a sense of belonging, all of which can only be created by positive leadership and example.
Estimating and Marketing
· The Site Manager should form a close relationship with the client's representative for the works, and this should be upheld in a professional and respectful manner, in the hope that the company can forge good relationships with the prospect of future works

· The Site Manager may, from time to time, be asked to assist the estimating team with productivity outputs, technical aspects and/or other production details. He/she will assist the estimating team as far as possible when required.
Personal Management
· Ensure that you are punctual, arrive prepared to start work on site at the start time and that you leave the work area at the correct time. As a member of management, leading by example is a paramount.

· You should arrive to work suitably attired and maintain your appearance throughout the day.

· You must ensure that you set the right example to the workforce, Client and any third parties in maintaining the Company image. You must remain professional and promote a systematic approach to all works. All contact with the workforce, clients and third parties, regardless of their attitude, must be polite, positive and firm. We must listen, decide what action or explanation should be offered, measure the response and carry out the actions we have promised to the timescale agreed.

· You should take pride in your work and maintain enthusiasm for the job and future training courses that require your attendance. Career development is your own responsibility and will be assessed via annual appraisals.
